How long does it take for a written declaration to be returned?

I got a traffic ticket for not yielding to pedestrians (in California) and I chose to contest it through a written declaration. I mailed it in about a month ago and I still haven't heard from them. ..How long does it usually take? And will they let me know whether or not it was dismissed since they already have my money?
