Is ok to talk to someone after the rejected you?

i asked out a guy from my gym i didnt know...well, i didnt get to ask i just started out with im biual and ive noticed you looking at me and he ran off.. he was giving me the eye for months.. anyhow 6 months later i see him occasionally and hell stare at me from afar....or look my way. ive caught him a few times...im not sure if it means he open to me now??
