Why should fat people cover up in hot weather?

I have just been told that I am too fat to wear the summer dress I was wearing by a complete stranger whilst queuing for an ice cream. He looked shocked when I explained that fat people actually get hotter than skinny people in warm weather! Why shouldn't fat people wear skimpy clothes?
