Why can't you just have a Commissioner, or a couple of people to collect dues for a Fire Department to exist?

Since most places already have some form of organized government in place, it makes sense to use what is already in place, but Government is not needed to have a Fire Dept, a Police Dept, etc...when a simple commission will do.
